Call to work with Trust and Respect of Conflict Victims
In the context of the Government of Nepal forming the two transitional justice commissions that had remained vacant for the past two years, the National Human Rights Commission have taken serious note of the concerns raised by conflict victims regarding the commission formation process.
The commission is clear in its stance that transitional justice can only be concluded with the acceptance, trust, and cooperation of the victims. Since disputes and disagreements can be resolved through dialogue and discussion, it is necessary to reassure the conflict victims that justice will be ensured. All stakeholders must seriously reflect on the past failed attempts to conclude the transitional justice process and work to avoid repeating those outcomes.
The commission(NHRC) is firmly committed to ensuring that transitional justice is centered on victim satisfaction. Therefore, while internalizing international practices of transitional justice, it is important not to treat transitional justice merely as a legal or judicial matter, but to prioritize victim's satisfaction, non occurance of the conflict in future, and work in a manner that builds trust with the conflict victims community. The commission request all stakeholders to act accordingly.
Respecting the concerns and sentiments of conflict victims who demand timely justice, the commission remain steadfast in their commitment to ensuring justice for the victims.
